TL;DR: This proposal temporarily chills a set of consistently underperforming/unstable validators on Cere mainnet so the network can finalize blocks reliably, protect nominators from unnecessary slashing, and unblock the pending runtime upgrade.

• Nominators: Unstake / re-delegate away from the underperforming validators now to preserve rewards.
• Validators: Please resolve uptime, networking, and monitoring gaps (alerts, auto-restarts, backups). After remediation, you can rejoin the active set.

Why this matters

• Offline validators miss blocks, which causes instability, blocks upgrades & increases slashing risk for nominators.
• Chilling removes them from the active set until they fix their setups.
• A smaller, stable active set = safer yield for nominators & a more stable network
